High Potential Individual Visa

The High Potential Individual route is an unsponsored work route for people with a qualifying recent degree from an overseas university on the relevant Global Universities List. You do not need a job offer or employer sponsor, but the degree, award date and applicable university list must all align.

Is the High Potential Individual route the right one to review?

HPI is primarily a qualification-based work route. It is aimed at people who have recently been awarded a qualifying overseas degree from a university appearing on the Global Universities List relevant to the date of that award.

It does not depend on having a sponsored job, and it should not be confused with the Graduate route for people completing study in the UK.

The qualifying degree framework

The academic requirement is not satisfied by university reputation alone. Several elements need to be reviewed together.

Degree

Overseas qualification

The qualification must be an overseas degree-level academic qualification capable of meeting the required UK-equivalence standard.

Timing

Award date

The degree must have been awarded within the period permitted by the current HPI rules before the application.

University

Applicable Global Universities List

The awarding university must appear on the Global Universities List that applies to the period in which your qualification was awarded.

All three areas matter. A recent degree from a university that was not on the applicable list may fail the academic framework, just as a degree from a listed university may fall outside the permitted award period.

Check the list for the year your degree was awarded

The Global Universities List changes over time. The relevant question is not simply whether your university appears on today’s list.

You need to identify the Global Universities List covering the period in which your qualification was awarded and check whether the awarding institution appears on that list.

Ecctis and qualification verification

The qualifying overseas degree also needs to meet the required UK-equivalence standard. The guidance uses Ecctis verification to confirm the qualification and its UK equivalence — whether the overseas qualification is genuine, its UK-equivalence level and the month and year of award.

Evidence areas to review:

  • degree certificate or qualification details;
  • awarding institution;
  • degree award date;
  • Ecctis verification;
  • UK-equivalence level;
  • Global Universities List applying to the award period.

A university appearing on the relevant Global Universities List does not by itself establish that your qualification meets the degree-equivalence requirement.

The HPI route requires English language ability at B2 in reading, writing, speaking and listening.

Financial requirement

A financial requirement applies, although whether you need to provide evidence of funds depends on your immigration circumstances and time already spent in the UK with permission.

Financial thresholds and evidence periods can change. Confirm the current requirement on GOV.UK before applying.

Switching to the High Potential Individual route

Some applicants already in the UK can apply for permission to stay under HPI, but switching is not available from every immigration category. Prohibited categories include Visitor, Short-term Student, Parent of a Child Student, Seasonal Worker, a Domestic Worker in a Private Household, and permission held outside the Immigration Rules.

If you have or last had Student permission, an additional course-completion requirement may apply before you can switch (subject to the particular provision for doctoral study). Being lawfully present in the UK does not automatically mean you can switch to HPI.

Previous postgraduate immigration permission matters

HPI is not a repeatedly renewable route. Your previous immigration history must be checked before treating HPI as an available option.

An HPI application is invalid where the applicant has previously been granted High Potential Individual permission, Graduate permission, or Doctorate Extension Scheme permission. If you have already held any of these, do not assume that you can make an HPI application.

How long HPI permission lasts and what it allows

The period granted depends on the qualification relied upon.

Doctoral qualification

Longer HPI grant

The current guidance provides a three-year grant where the qualifying degree is a PhD or other doctoral-level qualification.

Other qualifying degree

Standard HPI grant

The current guidance provides a two-year grant where the qualifying degree is another eligible qualification such as a bachelor’s or master’s.

Work

Flexible work permission

Employment, self-employment and voluntary work are permitted, subject to the professional-sport restriction. The route does not tie you to one sponsoring employer.

Professional sport, including professional sports coaching, is not permitted.

Study is permitted subject to the restrictions applying under the Student and ATAS frameworks where relevant.

A partner and children may be able to apply as dependants, subject to the separate family-member requirements.

Longer-term stay

HPI does not lead to settlement

HPI itself is not a settlement route. If you want to remain in the UK after your HPI permission, you will need to consider another immigration route and meet its requirements.

Moving later to another route is not automatic — eligibility must be assessed under the rules of that route at the time of application. Relevant adjacent routes may include Skilled Worker and Global Talent.

Frequently asked questions

Do I need a job offer for the High Potential Individual visa?

No. The HPI route does not require a prior job offer or employer sponsor.

Does my degree need to be from outside the UK?

The HPI academic requirement is based on a qualifying overseas degree-level academic qualification. If your relevant qualification was awarded in the UK, another route such as Graduate may be more appropriate to review.

Does my university need to be on the current Global Universities List?

Not necessarily the current list. The relevant question is whether the university appeared on the Global Universities List covering the period in which your degree was awarded.

Why is Ecctis required?

Ecctis is used to verify the overseas qualification, its UK-equivalence level and the award date. University-list status and degree equivalence are separate parts of the HPI academic framework.

What English level is required for HPI?

The guidance requires English at B2 in reading, writing, speaking and listening. The detailed ways of meeting the requirement are covered separately under the English-language rules.

Can I switch to HPI from inside the UK?

Some applicants can switch, but certain immigration categories are excluded. Applicants switching from Student permission may also need to meet a course-completion requirement.

Can I apply for HPI after holding a Graduate visa?

The guidance states that an HPI application is invalid if the applicant has previously been granted Graduate permission, HPI permission or permission under the Doctorate Extension Scheme.

Can the HPI visa be extended?

The route does not provide for repeated HPI permission. Previous HPI permission prevents a further valid HPI application under the guidance used for this page.

Can I work or be self-employed on HPI?

Yes. The guidance permits employment, self-employment and voluntary work, but professional sport, including professional sports coaching, is restricted.

Does HPI lead to settlement?

No. The High Potential Individual route is not itself a route to settlement. Anyone wishing to remain longer would need to consider another immigration route and meet that route’s requirements.
