UK immigration terms, explained

Immigration law is full of acronyms and technical language. This plain-English glossary explains the terms you are most likely to come across when applying for a UK visa, settlement or citizenship.

A

Absconder / Absconding referral
A person subject to immigration control may be treated as absconding where they fail to comply with reporting, bail or other requirements and their whereabouts become unknown. Administrative Review (AR)
A mechanism allowing certain eligible immigration decisions to be reviewed for a Home Office caseworking error. Check the decision letter and relevant Rules for whether AR is available and the applicable deadline.
Adoption
The legal creation of a parent-child relationship. Immigration and nationality consequences depend on the type of adoption, jurisdiction and applicable statutory or Immigration Rules requirements. Adult Dependent Relative (ADR)
A family immigration category for certain adult relatives who, because of age, illness or disability, require long-term personal care and meet the detailed Rules. Appeal referral
A statutory challenge to an immigration decision where legislation gives a right of appeal, commonly in protection and human-rights cases. The appendix setting out specified evidence requirements relevant to financial and other requirements under Appendix FM. The Immigration Rules governing applications based on a person's private life in the UK, including residence-based categories for children, young adults and others. Article 3 ECHR referral
The European Convention right prohibiting torture and inhuman or degrading treatment or punishment. Article 8 ECHR
The qualified right to respect for private and family life, home and correspondence. TR AİHS Madde 8: özel hayat ve aile hayatına saygı hakkıdır. Interference may be lawful if justified and proportionate. Immigration cases commonly involve proportionality and Part 5A of the 2002 Act. Related page →
Asylum referral
Protection sought by a person who claims they cannot safely return to their country because they face persecution for a Refugee Convention reason. Asylum Support referral
Statutory accommodation and/or subsistence support potentially available to eligible asylum seekers or certain refused asylum seekers. Authorised Absence
An absence that is permitted or disregarded under a particular immigration route or continuous-residence rule. TR Belirli bir göçmenlik rotasında izin verilen veya sürekliliği bozmayacak şekilde kabul edilen yurtdışı yokluğudur. Always check the route-specific continuous residence rules; absence rules are not identical across routes.

B

Balance of Probabilities
The civil standard of proof: whether something is more likely than not. TR Hukukta 'olma ihtimali olmama ihtimalinden daha yüksek' standardıdır. Common in factual immigration decision-making, but protection claims use a lower, risk-focused standard.
Biometric Information
Fingerprints and facial image, and in some contexts other biometric identifiers, collected for immigration and nationality purposes. Biometric Residence Permit (BRP)
A physical immigration status document historically issued to many migrants. The UK has moved substantially to digital status/eVisas. Breach of Conditions
Failure to comply with a condition attached to immigration permission, such as restrictions on work, study or access to public funds. TR Göçmenlik iznine bağlı çalışma, eğitim veya kamu fonları gibi şartların ihlalidir. May affect cancellation, future applications and enforcement.
British Citizen
A principal class of British nationality, generally carrying the right of abode in the UK. TR Birleşik Krallık'ta right of abode hakkını genel olarak taşıyan temel Britanya vatandaşlığı statüsüdür. British citizenship can arise automatically or through registration/naturalisation. Related page →
British National (Overseas) - BN(O)
A form of British nationality connected historically with Hong Kong; eligible BN(O) status holders and family members may qualify under the BN(O) immigration route. British Overseas Territories Citizen (BOTC)
A class of British nationality associated with British Overseas Territories. TR Britanya Denizaşırı Toprakları ile bağlantılı vatandaşlık statüsüdür. Nationality consequences depend on the person's circumstances and legislation.
British Subject
A residual class of British nationality retained by certain people under nationality legislation. TR Vatandaşlık mevzuatında belirli kişiler için devam eden özel bir Britanya vatandaşlık statüsüdür. Do not use 'British subject' casually as a synonym for British citizen.

C

Cancellation
The ending or cancellation of existing entry clearance or permission in circumstances permitted by the Immigration Rules. TR Mevcut vize veya göçmenlik izninin kurallar kapsamında sona erdirilmesidir. Modern Rules commonly use 'cancellation' where older terminology used curtailment/revocation in some contexts.
Caseworker
A Home Office official who considers an immigration, asylum or nationality case. TR Göçmenlik, iltica veya vatandaşlık dosyasını değerlendiren Home Office görevlisidir. Caseworker guidance informs decision-making but must be distinguished from legislation and Immigration Rules.
Certificate of Sponsorship (CoS)
An electronic sponsorship record assigned by a licensed sponsor to a worker for an eligible sponsored work application. TR Lisanslı sponsorun uygun işçiye atadığı elektronik sponsorluk kaydıdır. It is not a paper certificate and does not itself grant immigration permission. Related page →
Certification referral
A statutory mechanism by which the Secretary of State may certify certain claims, with consequences for appeal rights or procedure. Citizenship Ceremony
A ceremony generally required for successful adult applicants for British citizenship, at which the oath/affirmation and pledge are made. TR Başarılı yetişkin Britanya vatandaşlığı başvuru sahiplerinin yemin/taahhütte bulunduğu vatandaşlık törenidir. Citizenship normally takes effect upon completion of the required ceremony, not merely approval.
Common Travel Area (CTA)
The travel area comprising the UK, Ireland, Isle of Man and Channel Islands, subject to special immigration arrangements. TR Birleşik Krallık, İrlanda, Man Adası ve Kanal Adaları arasındaki özel seyahat alanıdır. CTA travel does not mean all non-British/non-Irish nationals have unrestricted immigration rights.
Continuous Residence
A required period of lawful or qualifying residence that must satisfy route-specific rules concerning absences and breaks. Convention Reason referral
One of the Refugee Convention grounds: race, religion, nationality, membership of a particular social group, or political opinion. Curtailment
Older terminology for shortening a person's existing limited leave. Current Rules frequently use cancellation. TR Kişinin mevcut sınırlı izninin süresinin kısaltılması için kullanılan eski terminolojidir. Recognise the term in older decisions/case law, but use current Rules terminology when advising.

D

Deception
False representations, false documents or material non-disclosure that may trigger refusal or cancellation under suitability/grounds for refusal provisions. TR Yanlış beyan, sahte belge veya önemli bilgiyi gizleme gibi davranışlardır. A finding of deception is serious; distinguish deliberate deception from innocent error where the legal test requires it.
Defined Certificate of Sponsorship
A CoS generally required for a Skilled Worker applying for entry clearance from outside the UK, subject to the current sponsor rules. Dependant
A qualifying family member permitted to accompany or join a main applicant under a route, usually a partner and/or child where the route allows dependants. Not every immigration route permits dependants; relationship, age and care requirements matter.
Deportation referral
Removal from the UK on grounds generally connected with the public good, especially criminality, with legal consequences distinct from ordinary administrative removal. Derivative Right
A right historically derived from another person's EU-law rights rather than held independently; relevant particularly to legacy EEA/EUSS contexts. Detention referral
Administrative immigration detention under statutory powers pending specified immigration functions such as examination, removal or deportation. Discretionary Leave referral
A form of limited leave granted outside refugee status/humanitarian protection in certain exceptional or human-rights circumstances. Domestic Abuse
Abusive behaviour within an intimate or family relationship; specific immigration provisions may protect certain victims whose status depended on a partner. TR Yakın ilişki veya aile ilişkisi içinde gerçekleşen istismardır; bazı göçmenlik rotalarında mağdurlara özel koruma sağlanır. Dual Nationality
Holding the nationality/citizenship of more than one country at the same time. TR Aynı anda birden fazla ülkenin vatandaşlığına sahip olmaktır. The UK generally permits dual nationality, but the other country may not.

E

ECAA / Ankara Agreement
Legacy arrangements connected with the European Community Association Agreement with Turkey, including historic Turkish worker/businessperson rights and settlement cases. TR Türkiye-AB Ortaklık Anlaşmasına dayanan, özellikle Türk işçi ve iş insanlarına ilişkin tarihsel göçmenlik düzenlemeleridir. ECHR
European Convention on Human Rights, incorporated into UK law principally through the Human Rights Act 1998. TR Avrupa İnsan Hakları Sözleşmesi; Birleşik Krallık hukukunda özellikle Human Rights Act 1998 ile uygulanır. Articles 2, 3, 5 and 8 frequently arise in immigration/protection work.
EEA
European Economic Area: EU Member States plus Iceland, Liechtenstein and Norway. TR Avrupa Ekonomik Alanı: AB ülkeleri ile İzlanda, Lihtenştayn ve Norveç. Post-Brexit, historic EEA free-movement law remains relevant mainly to legacy and EUSS matters.
Electronic Travel Authorisation (ETA)
Digital permission to travel to the UK for eligible non-visa nationals who require an ETA; it is permission to travel, not permission to enter. Entry Clearance

Entry Clearance Officer (ECO)
An official who decides entry-clearance applications, usually made from outside the UK. TR Birleşik Krallık dışından yapılan vize başvurularını değerlendiren yetkilidir. Decision-making is governed by the Rules, legislation and applicable guidance.
eVisa
A digital record of a person's UK immigration status and the conditions attached to it. TR Kişinin Birleşik Krallık göçmenlik statüsünü ve şartlarını gösteren dijital kayıttır. Applicants/status holders should keep UKVI account and identity-document details up to date. Related page →
Exceptional Circumstances
Circumstances that may require consideration outside ordinary requirements or affect proportionality/human-rights assessment, depending on the legal context. TR Normal şartların dışında değerlendirme gerektirebilecek olağanüstü durumlar. The phrase has context-specific legal meaning; it is not a general discretion to waive any Rule.
Exclusion referral
A decision preventing a person from entering the UK, often because their presence is considered non-conducive to the public good. F

Family Life
Relationships protected, where sufficiently established, within Article 8 ECHR, particularly between partners, parents and children. TR AİHS Madde 8 kapsamında korunabilecek eş/partner, ebeveyn-çocuk gibi aile ilişkileridir. Existence of family life is separate from whether interference with it is proportionate. Related page →
Fee Waiver
A mechanism allowing eligible applicants on specified human-rights/family routes to apply without paying some application fees where affordability/destitution criteria are met. TR Belirli insan hakları/aile rotalarında ödeme gücü olmayan uygun kişilerin başvuru ücretinden muafiyet talebidir. Usually must be resolved before the substantive application and within any specified follow-on period.
Fiancé(e) / Proposed Civil Partner
A family route allowing an eligible person to enter the UK to marry or form a civil partnership with their qualifying partner within the permitted period. TR Uygun kişinin Birleşik Krallık'a gelerek belirlenen süre içinde evlenmesi veya civil partnership kurması için aile rotasıdır. First-tier Tribunal (Immigration and Asylum Chamber) referral

Additional representations made after a protection/human-rights claim has been finally determined, potentially engaging the fresh-claim test. Global Talent
An immigration route for recognised or emerging leaders in specified fields such as academia/research, arts and culture, and digital technology, using endorsement or eligible prize pathways. TR Akademi/araştırma, sanat-kültür ve dijital teknoloji gibi alanlarda lider veya potansiyel lider kişiler için vize rotasıdır. Good Character
A statutory/policy assessment relevant particularly to British citizenship applications, considering criminality, immigration compliance, deception and other conduct. Graduate Route
A post-study immigration route allowing eligible graduates who completed qualifying UK study to remain for a limited period. Grounds for Refusal
General suitability provisions in the Immigration Rules dealing with matters such as criminality, deception, immigration breaches and exclusion. Habeas Corpus referral
A common-law remedy requiring the legal basis for detention to be justified before a court. TR Gözaltının hukuki dayanağının mahkeme önünde açıklanmasını sağlayan temel hukuk yoludur. Human Rights Claim
A claim that removal, refusal to permit entry or other immigration action would be unlawful under section 6 of the Human Rights Act 1998. A refusal of a human-rights claim generally attracts a statutory right of appeal, subject to certification and other provisions.
Humanitarian Protection referral
Protection granted to eligible persons who do not qualify as refugees but face a qualifying real risk of serious harm on return. IAA (Immigration Advice Authority)
The UK regulator for immigration advice services outside specified exempt professional bodies; formerly the OISC. Illegal Entrant referral
A statutory immigration concept concerning a person who entered unlawfully or by specified unlawful means; terminology must be used precisely. Immigration Bail referral
Conditional release from immigration detention, or a legal status imposing conditions on a person liable to detention, under Schedule 10 to the Immigration Act 2016. Immigration Health Surcharge (IHS)
A charge paid by many applicants for temporary immigration permission to access NHS services on broadly similar terms to residents, subject to exceptions. Immigration Rules
Rules made under section 3(2) of the Immigration Act 1971 governing entry and stay across immigration routes. TR Immigration Act 1971 s.3(2) kapsamında giriş ve kalış şartlarını düzenleyen kurallardır. Always check the version in force on the legally relevant date and transitional provisions.
Immigration Skills Charge (ISC)

Immigration Status
A person's legal position under UK immigration law, including their permission, conditions, exemption or lack of permission. Verify status from reliable evidence rather than assuming it from nationality or physical documents alone.
Inadmissibility referral
A concept under which a protection claim may not be substantively considered in the UK in specified circumstances, subject to the applicable statutory/rules framework. Indefinite Leave to Enter (ILE)
Permission to enter the UK without a time limit, usually granted in specific settlement contexts from overseas. TR Birleşik Krallık'a süre sınırı olmaksızın giriş iznidir. Comparable in effect to ILR after entry, but granted as permission to enter.
Indefinite Leave to Remain (ILR)
