In brief
- Innovator Founder is an endorsed business route for establishing or developing a qualifying business.
- You may be under the new-business framework or continuing a previously endorsed business.
- An endorsement from an approved body is central.
- The guide helps decide whether Innovator Founder is the right route to review.
Is Innovator Founder the right route to review?
Innovator Founder is aimed at people who will play a genuine and active role in establishing or developing a qualifying business in the UK.
It is not simply a route for owning shares in a company, investing money or working for your own business without endorsement.
You have a sponsored job
If your main basis is an employer-sponsored role rather than founding or developing a business, review Skilled Worker.
Skilled Worker →Your basis is recognised professional achievement
If your immigration basis is recognised talent, endorsement in a professional field or a qualifying prestigious prize, review Global Talent.
Global Talent →Your basis is a qualifying overseas degree
If your main basis is a recent degree from an eligible overseas university, review High Potential Individual.
High Potential Individual →Which Innovator Founder framework applies?
The route separates applications into two materially different business frameworks.
New business
For a new-business application, the focus is on the business plan, your founder role and whether the proposition is innovative, viable and scalable.
Same business
For a same-business application, the focus is on continuing a business previously assessed through the relevant endorsement framework and demonstrating real progress, trading and active involvement.
Do not treat an existing company as automatically falling within the same-business framework. Previous endorsed-route history matters.
The new-business framework
A new-business applicant must have generated, or made a significant contribution to, the ideas in the business plan and must have a genuine day-to-day role in implementing it.
Original proposition
The business plan should address a new or existing market need and/or create a competitive advantage.
Realistic and achievable
The plan should be realistic in light of the resources available and your skills, knowledge, experience and market awareness.
Potential to grow
The plan should show structured growth potential, including capacity for job creation and wider market expansion.
A financial investment by itself does not satisfy the founder requirement. Passive investment is not enough.
Continuing with the same business
The same-business framework applies where the business has already been assessed through the relevant endorsement framework and the applicant has the required previous immigration history.
Evidence areas to review:
- previous Innovator Founder / relevant legacy route history;
- previously endorsed business;
- contact-point engagement;
- active trading;
- sustainability;
- progress against the business plan;
- Companies House position where relevant;
- active day-to-day management.
The business must be active, trading and sustainable, with significant progress against the business plan. It is not enough to hold shares or have a financial interest — you must remain actively involved in the day-to-day management and development of the business.
The endorsement requirement
Every Innovator Founder applicant needs endorsement from an approved endorsing body. The endorsement must confirm the relevant new-business or same-business framework.
An endorsing body is not an employer sponsor. Innovator Founder does not use a Certificate of Sponsorship. You can be part of a founding team, but each person must receive their own individual endorsement and meet the immigration requirements in their own right.
Your endorsement must remain valid and must not have been withdrawn. Confirm the current endorsement timing and approved-body requirements on GOV.UK before applying. GOV.UK — Innovator Founder ↗
English and financial requirements
B2 English
Unless an exemption applies, Innovator Founder requires B2 English in reading, writing, speaking and listening.
English requirement →Financial requirement
A financial requirement applies. Whether you need to provide evidence of funds depends on your circumstances and the period you have already spent in the UK with permission.
Do not rely on a fixed figure — maintenance amounts and evidence periods can change. Confirm the current Appendix Finance requirement on GOV.UK.
Switching to Innovator Founder
Some people already in the UK can switch to Innovator Founder, but not from every immigration category. Excluded categories include Visitor, Short-term Student, Parent of a Child Student, Seasonal Worker, a Domestic Worker in a Private Household, and permission held outside the Immigration Rules.
If you have or last had Student permission, an additional course-completion requirement may apply. Being lawfully present in the UK does not automatically mean you can switch to Innovator Founder.
Suitability and genuineness
The immigration application remains subject to Part Suitability. Innovator Founder also has specific business-related suitability considerations — the guidance identifies fit-and-proper-person issues involving serious financial misconduct and certain restrictions on acting as a company director or undertaking regulated financial activities.
The endorsing body normally assesses the business proposition, but the Home Office can consider genuineness where specific concerns arise.
Financial misconduct, disputed business genuineness, withdrawn endorsement, cancellation or refusal?
Complex or contentious issue → immigration helpConditions of permission and extending your stay
No access to public funds
Innovator Founder permission is granted subject to a no-public-funds condition.
Study may be permitted
Study is subject to the ATAS framework where relevant.
Additional work is restricted
Work undertaken outside your own business must meet the skill framework permitted by the current rules.
Innovator Founder permission is time-limited and the route contains an extension framework (the current guidance specifies a three-year grant). A further application is not automatic: the relevant endorsement, business and suitability requirements must still be met.
Family members and settlement
Partner and children
A partner and dependent children may be able to apply, subject to the separate dependant requirements.
Innovator Founder can lead to settlement
The route can lead to settlement, but the settlement stage has its own continuous-residence, endorsement and business-achievement requirements.
Innovator Founder Settlement →Settlement investment, revenue, job-creation and export thresholds belong to the separate settlement framework, not to this route page. Any figure you may have seen for those criteria is a settlement requirement, not an initial application requirement.
Which Innovator Founder framework should you review?
Answer up to three questions and this guide points you to the framework, issues and evidence areas to review. It is a guide only — it does not decide eligibility or predict a decision.
Guide only: this tool identifies immigration frameworks, issues and evidence areas that may need review. It does not determine eligibility, give a score or probability, predict a Home Office or endorsing-body decision or assess an appeal.

Frequently asked questions
Do I need endorsement for the Innovator Founder visa?
Yes. Innovator Founder applications must be supported by endorsement under the applicable approved endorsing-body framework.
Is Innovator Founder the same as being self-employed?
No. The route requires endorsement and a qualifying founder role. Simply being self-employed, owning shares or investing in a business is not enough.
What does innovative, viable and scalable mean?
For a new-business application, the Home Office guidance looks at whether the business proposition is original and addresses a market need or competitive advantage, is realistic and achievable, and has structured potential for growth and job creation.
Is £50,000 investment required for an initial Innovator Founder application?
The guidance used for this page does not establish £50,000 as a general initial application requirement. The £50,000 figure appearing later in the guidance forms part of one separate settlement achievement criterion.
Can I apply as part of a founding team?
Yes. Applicants can be part of an entrepreneurial team, but each person needs their own endorsement and must meet the immigration requirements individually.
What English level is required?
Unless an exemption applies, the guidance requires B2 English in reading, writing, speaking and listening.
Can I switch to Innovator Founder inside the UK?
Some applicants can switch, but certain immigration categories are excluded. Applicants switching from Student permission may also need to meet an additional course-completion requirement.
Can I work outside my Innovator Founder business?
The guidance permits work outside the applicant’s own business only within the skill framework allowed by the current rules. The exact current requirement should be checked before taking additional employment.
Can Innovator Founder permission be extended?
Yes, the route contains an extension framework. A further grant is not automatic and the applicable endorsement, business, suitability and other requirements must still be met.
Does Innovator Founder lead to settlement?
Yes. Innovator Founder can lead to settlement, but settlement has a separate framework involving residence, endorsement and business-achievement requirements. Those detailed tests belong on the separate settlement page.
